In American English, the term ‘apartment’ is used to refer to a flat and the term ‘storey’ is used to refer to floors. Thus, if one has a self-contained housing unit or flat in a building with many self-contained housing units, one owns a multi-storey apartment. The term multi-storey refers to the fact that the building has multiple floors. The words apartment and flat can be used interchangeably.
A distinction can be made between a flat in a multi-storey building and a builder floor apartment. Multi-storey buildings are typically high rise buildings with many floors and facilities. A builder floor apartment is an independent floor unit in a low rise building with or without common facilities.

Which apartment floor is safest?

There is no apartment floor which is more or less safe than others. Both higher floors and lower floors come with their own pros and cons.

No, according to the Real Estate (Regulation and Development) Act, 2016, any ‘exclusive balconies or verandah area and exclusive open terrace area’ is not part of the carpet area. 
The Act also explains that the expression ‘exclusive balcony or verandah area’ refers to the area of the verandah or balcony, as the case may be, which is appurtenant to the net usable floor area of an apartment, meant for the exclusive use of the allottee. Additionally, according to the Act, ‘exclusive open terrace area’ refers to the area of that open terrace that is appurtenant to the net usable floor area of an apartment, meant for the exclusive use of the allottee.

These are different from low rise builder floor apartments because there is one common entry point to all the flats. They are typically seen in independent villas inside gated communities. The term is more common in American English and is not widely used in India, although these types of structures are present here too. 

What is multifamily property?

A multifamily property is any property where multiple families live in their own self-contained apartments or flats. These flats can be stacked vertically or horizontally. Thus, multifamily properties can be in the form of one apartment building or it can also refer to a gated community with several buildings within one complex. 
These differ from single family properties which are typically independent houses or villas where only one family resides.
The most common type of multifamily property is a multi-storey apartment building. But it can also be used to refer to penthouses, studio apartments, gated communities and a residential development property with multiple buildings.

Can I enclose my balcony?

No, it is not recommended to enclose a balcony after purchasing a completed flat. The flat’s plan with an open balcony space are approved by the municipal corporation on behalf of the developer prior to the purchase. Thus, making any additional construction has to be approved as well. Many Residential Welfare Associations (RWA) disallow the enclosure of balconies since it ruins the aesthetic of the building. Also, in many cases, constructing walls on an open balcony area is not recommended because of structural integrity issues. In case the area cannot support the wall, the whole structure might collapse. Thus, it is recommended to purchase a flat with as many bedrooms are required and not to convert open balcony spaces into enclosed rooms.

What percentage of built up area is carpet?

The percentage of carpet area can vary from project to project depending upon the developer. But generally, the carpet area is around 70% of built up area of a property. The carpet area comprises all the usable floor area and internal walls of an apartment including the bedrooms, living room, kitchen and bathrooms. But it does not include balconies, terraces or external walls and stairs. Under RERA, all projects are required to disclose the carpet area. 
The built up area includes the carpet area and also includes balconies and terraces. Thus, around 70% of the built up area is generally the carpet area.
